Recently, the Publicity Department of the CPC Yunnan Provincial Committee officially announced the list of the first batch of Yunnan Provincial Key Laboratories of Philosophy and Social Sciences (pilot projects) approved for establishment. The Laboratory of Digital-Intelligence Finance and Taxation and Local Public Governance, applied for by Professor Fu Runmin of Yunnan University of Finance and Economics as chief expert, was successfully approved. This marks another major achievement for the university in the field of philosophy and social science research.

The Laboratory of Digital-Intelligence Finance and Taxation and Local Public Governance is jointly built by four of the university’s strong disciplines: public finance, taxation, statistics, and computer science and technology. It focuses on research areas including digital-intelligence decision-making systems for local fiscal revenue and fiscal security, intelligent decision-making mechanisms for the multi-objective and dynamic efficient allocation of fiscal resources, and smart management platforms for local government budgeting and artificial intelligence. Starting from core issues of national governance and taking public finance as its central point of breakthrough, the laboratory explores the application of artificial intelligence technologies in local finance, taxation, and public governance decision-making, with the aim of building intelligent decision-making platforms tailored to the differentiated needs of various governance actors.

In its preparatory stage, the laboratory had already focused on key issues such as public service resource allocation, tax administration, and public fiscal security. It has cumulatively secured 11 major national-level key projects, including key projects of the National Natural Science Foundation of China, major projects of the National Social Science Fund of China, and major Ministry of Education research projects in philosophy and social sciences. It has also received 24 additional national-level projects, including general projects funded by the National Natural Science Foundation of China and the National Social Science Fund of China.

In the next phase, relying on its previous research achievements, the laboratory will continue to promote the deep integration of digital-intelligence technologies with research on local finance, taxation, and public governance. It aims to build a high-level research platform integrating theoretical research, technology development, decision support, and talent cultivation, and to strive for selection as a Ministry of Education Key Laboratory for Humanities and Social Sciences.

The Yunnan Provincial Key Laboratories of Philosophy and Social Sciences (pilot projects) are high-level research platforms established by the Publicity Department of the CPC Yunnan Provincial Committee to thoroughly implement General Secretary Xi Jinping’s important expositions on philosophy and social sciences and the spirit of his important speeches during his inspection of Yunnan. These laboratories are intended to focus on major theoretical and practical issues in Yunnan’s practice of Chinese modernization, innovate research models in philosophy and social sciences, strengthen interdisciplinary integration, and thereby enhance Yunnan’s research capacity, academic influence, and policy service level in philosophy and social sciences.
