From June 29th to July 4th, a delegation of 12 people led by PHOUVONG KITTAVONG, Deputy Minister of Finance of Laos, visited Yunnan University of Finance and Economics (YUFE) to participate in a special training program on "Laos Ministry of Finance Budget Management Reform" jointly organized by both parties. During this period, Wang Min, Deputy Secretary of the Party Committee and President of the University, and Yan Ming, Member of the Party Committee and Vice President, met with the delegation and held working talks.

During the talks, Wang Min, on behalf of the university, extended a sincere welcome to the delegation from the Ministry of Finance of Laos and introduced the overall situation of the university and the main achievements of cooperation between the university and Laos in recent years, particularly in the fields of education and serving economic and social development. He pointed out that currently, China is comprehensively advancing Chinese modernization with high-quality development, and Laos is also in a new stage of national development and revitalization. In areas such as strengthening the China-Laos Railway and promoting the construction of the China-Laos Economic Corridor, the two countries support each other and cooperate closely, and exchanges and cooperation in education, culture, economy, and trade are continuously strengthening.
Wang Min stated that the special training program on "Laos Ministry of Finance Budget Management Reform" is a vivid practice of both parties actively responding to the joint construction of the "Belt and Road" and the building of a "China-Laos Community with a Shared Future," which is of great significance for promoting exchanges and cooperation between the two countries in the financial field. The university will give full play to the advantages and characteristics of its economic management disciplines, especially finance and accounting, to provide more intellectual support to the Ministry of Finance of Laos in areas such as budget system reform, institutional standard design, management information system construction, and cadre capacity building. He hoped that this opportunity would be seized to sign a memorandum of understanding on the intentions reached by both parties as soon as possible, and to promote the rapid implementation of substantive cooperation projects.
PHOUVONG KITTAVONG expressed his gratitude for the warm reception from Yunnan University of Finance and Economics and conveyed the purpose and expectations of his visit. He stated that Laos's budget management system is very similar to China's thirty years ago, and he hoped that through in-depth exchanges and learning with Yunnan University of Finance and Economics, valuable lessons and references could be provided for Laos's budget management reform. Both sides should establish a "four-good" relationship of "good neighbors, good comrades, good partners, and good friends," and actively practice the actions of a China-Laos community with a shared future.
To ensure the high quality of the special training, the university invited Professor Ma Caichen from Nankai University, as well as 6 experts and scholars from the university's finance major, to form a teaching team. Based on the needs of the Lao side, 7 special lectures were carefully designed, including "The Reform Process of China's Budget System" and "Fiscal Relations between Central and Local Governments." During the study period, the Lao participants actively participated in exchanges and discussions, demonstrating a rigorous and serious learning attitude.
The two sides also reached a consensus on cooperation in various aspects, including short-term seminars, cadre academic degree enhancement, training material compilation, budget information management system construction, and cooperation in establishing a Vientiane Business School.
